Date 24.09.24
Explore the current state of the youth justice sector workforce and skills in our new report ‘Youth justice: Supporting a skilled workforce’.
Youth justice professionals work in a complex multi-agency environment, with services spanning local authorities, housing associations, social work, healthcare, custody, probation, policing, and more.
The question we must answer is – how do we caretake a motivated workforce and ensure that they have the skills and tools available to them to meet these challenges, to ensure they continue to work in youth justice?
This report identifies ways in which workforce development and skills can be used to combat some of the challenges being faced, and how we can future proof the youth justice workforce to ensure that we serve the interests of young people in the UK.

- Understand why a holistic approach to developing the youth justice sector workforce is needed to support multi-agency functioning.
- See how we can consider standardising skills and knowledge, in order to equip a workforce embedded in many services (local authorities, prison and probation, policing etc) with the same tools and language – ultimately leading to a better service provision for young people in or at risk of entering the criminal justice system.
- Accept and respond to wider trends around retention and recruitment, for example in probation services, so that we can build a robust workforce for future demand.
- Look at career and qualification progression routes into and through the youth justice system, and understand why they need to be further developed, allowing for expertise to be transferred between services through staff movement, and to provide opportunities to individuals committed to supporting young people.
Understanding shared workforce challenges and providing cross-sector workforce solutions can benefit all parties involved in the youth justice process.
